La révision de la politique de procurement de la Banque Mondiale vient d’entrer dans sa seconde phase. Cette seconde phase fait suite aux consultations internes et externes qui ont été menées en 2012 et doit de nouveau entrainer une période de consultations auprès des fédérations professionnelles et autres groupes d’intérêts.
Selon Uwe Krenz, membre de l’International Advisory Group on Procurement, ces prochains mois constitueront l’ultime opportunité pour exercer une influence sur le futur cadre mis en place. D’après les observateurs, le système de passation de marchés ne devrait pas connaître de changement drastique. Il semble peu probable que l’institution décentralise le procurement au bénéfice des pays clients. Il est en revanche envisageable qu’elle octroie davantage d’autonomie à ces pays pour des projets de moindre envergure ou moins complexes.
L’éventualité d’une plus forte décentralisation au bénéfice des pays emprunteurs a fait l’objet d’âpres discussions entre les différentes parties prenantes. Et si certaines s’y sont montrées favorables, la majorité a pointé les risques de corruption ainsi que ceux liés à une concurrence réduite que le système menaçait d’induire. A ceci s’ajoutent les difficultés d’accès aux marchés pour les entreprises étrangères eu égard aux spécificités locales, administratives notamment.
Les entreprises allemandes ont pour leur part soulevé la question de la qualité des offres et de leur évaluation pour étayer leurs réserves. Le pays est le 4ème fournisseur de la BM, derrière l’Espagne (passé de la 6ème à la 3ème position), l’Inde et la Chine.
